This technical consultation seeks views on changes to planning practice guidance and policy clarifications, in relation to the National Planning Policy Framework (NPPF) in England. The 2018 NPPF stated that strategic policies should be informed by a local housing need assessment conducted using the standard method, set out in planning practice guidance. The 2018 Office of National Statistic (ONS) household projections were lower than expected. However, lower household projections are not linked with fewer homes needed. The consultation therefore proposes changes to the standard method to ensure consistency with the objective of building more homes.
