The European Commission has just published guidance on customs in the event that the UK leaves the EU without a deal. The returned goods section on page 13 provides details on loans between museums. It states that the Returned Goods Relief can be claimed in a no deal scenario even if the UK leaves the EU after the goods have arrived and before they are returned.
