The Alliance has responded to the 2018-19 Local Government Finance Settlement Technical consultation in relation to proposals to reform the operation of the new homes bonus.
The proposals would reduce the New Homes Bonus payment in relation to the number of homes allowed on appeal which may put greater pressure on Local Authorities to accept schemes, including those where heritage is damaged. Damage to heritage is often a question of degree especially in relation to the setting of designated heritage assets. Such developments are more susceptible to having a different conclusion reached on appeal.
